California Awards $86 million in Federal Funding Account Grants, Community Broadband Projects Big Winners

Imperial, Lassen, and Plumas Counties are among the first recipients of California’s $2 billion Last Mile Federal Funding Account Grant Program (FFA). The cities of Oakland, Fremont, and San Francisco have also been awarded significant state awards.

The FAA grants are part of California’s ambitious Broadband For All initiative, a $6 billion effort aimed at dramatically boosting broadband competition and access across the Golden State.

All told, the California Public Utilities Commission (CPUC) awarded 11 FFA grants totaling over $86.6 million. Prominent awardees from this first round include publicly-owned broadband projects: the Golden State Connect Authority (GSCA) – a joint-powers broadband authority comprising 40 rural California counties – and Plumas Sierra Telecommunications for projects across Imperial, Lassen, and Plumas Counties.

“These projects will build community-based, future-proof, and equity-focused broadband infrastructure across California,” said CPUC President Alice Reynolds. “The Federal Funding Account – and these projects – are a shining example of our state’s Broadband For All values and objectives.”

San Francisco Wins National Award For Providing Free High Speed Internet Service To Affordable Housing Residents

As the Affordable Connectivity Program (ACP) is now bankrupt and no longer helping low-income households pay for home Internet service, the City of San Francisco is being honored with the 2024 Community Broadband Project of the Year Award by the National Association of Telecommunications Officers and Advisors (NATOA) for its Fiber to Housing (FTH) program.

Built on the back of the city’s municipally-owned fiber optic network – which since 2002 has been used to connect city and public safety facilities, hospitals, libraries and street lights – California’s fourth most populous city is well on its way to extending the city-owned network to deliver free high-speed Internet service to 30,000 affordable housing units across the city.

The program currently serves over 14,300 affordable housing units in the city, as well as 1,500 beds at homeless shelters across 115 sites, city officials say. An additional 10,000 residential units are expected to be connected in the coming fiscal year, with the aim of serving 30,000 units by July 2025.

According to the city’s website, the program has connected 52 public housing locations across the city to “fiber-optic and Ethernet cabling in every housing unit.” An additional 63 housing locations are getting free Internet through onsite Wi-Fi with download speeds ranging from 60 to 120 Mbps (Megabits per second), which exceeds the 50 Mbps service Comcast’s Internet Essentials offers.

Massachusetts and New York Look To Make Affordable Housing Broadband Ready

Massachusetts and New York officials hope to entice affordable housing property owners with new grant programs that would pay the retrofitting costs to expand high-speed Internet connectivity into decades-old affordable housing developments.

The programs aim to focus on the multitude of multi-dwelling units (MDUs) in those states, particularly housing developments built before the advent of the Internet.

With property owners and Internet service providers (ISPs) often reluctant to pay the costs of getting these buildings up to broadband speed, Massachusetts and New York have launched initiatives – using a portion of their federal broadband funds – to chip away at the digital divide in housing developments where a significant number of tenants live in buildings not wired to support reliable broadband or where the service is not affordable, thanks to agreements with monopoly providers.

New York Bytes Into Broadband Affordability

In December, New York Governor Kathy Hochul’s office announced the state’s ConnectALL Office (CAO) was setting aside $100 million New York State received from the federal Capital Projects Fund (courtesy of the American Rescue Plan Act) to bring broadband connectivity to 100,000 affordable housing units across the Empire State.

In announcing New York's Affordable Housing Connectivity Program, Hochul said:

“With work, school, and essential government services going digital, affordable homes need affordable, reliable broadband, and this funding will help bolster our efforts to build housing equipped with the basic tools that New Yorkers need to succeed.”

New Study: Digital Equity Requires Local Solutions

Caroline Stratton, Assistant Professor in the School of Information at the University of Florida, has published a new article looking at the digital equity plans of four major U.S. cities with the aim of seeing how policy makers understand the genesis of digital inequity in their cities and how they frame solutions for addressing it. She does so with the hopes of offering recommendations for other cities that will undertake these types of efforts in the near future. To do so, “Planning to Maintain the Status Quo? A Comparative Study of Digital Equity Plans of Four Large US Cities” looks at recent-ish plans published in Portland, Oregon, Seattle, Washington, Kansas City, Missouri, and San Francisco, California.

The first third of the study includes a lot about meaning-making and the social construction of understandings of digital inequity that readers can skip without missing the bread and butter of the piece (which begins on page 51). After that, Stratton highlights a few important points that will be useful for cities embarking on digital equity work for the first time.

A Broken Marketplace Requires Community Solutions

First, she says, an understanding of digital inequity doesn’t offer much chance for change without being accompanied by a vision for solving it. Second, better city plans had larger and more inclusive coalitions from the outset, and were tapped into a variety of constituencies that represented a broader swath of lived experiences in these cities. Third, successful plans relied on the advice and participation of nonprofits, libraries, and other trusted community anchor institutions. 

Importantly, Stratton shows that even though “ISPs’ profit-seeking motive may dictate why particular communities lack Internet service entirely, or service that is high-quality and affordable . . . they are spared scrutiny in plans” in many cases. More than 80 million Americans live in areas with a functional broadband monopoly.

The study also points to the reality that digital equity advocates have been describing for decades - that there are a host of other inequities that perpetuate the digital divide. 

To Get Students Online, Schools Cover Cost of Comcast Low-Income Plans

Across the country, schools have shifted to distance learning after the Covid-19 pandemic resulted in widespread school closures and stay-at-home orders. But many students still can’t get online to learn. A recent survey of Los Angeles Schools found that 16 percent of students don’t have access to broadband and that 15 percent had not yet spoken with teachers.

To connect students on the wrong side of the digital divide, school districts in a number of cities, including Portland, Oregon and San Francisco, California, are working with Comcast to sponsor the cost of the company’s Internet Essentials program for low-income families in need of home broadband connections during the crisis.

In a press release, Guadalupe Guerrero, Superintendent of Portland Public Schools, said of the program:

As we transition from a traditional brick and mortar school experience to one that takes place online, it is more important than ever that we make every effort to remain connected to our students who rely on us for not only academics, but also essential needs and social and emotional supports. . . This partnership will allow us to stay connected to our students who need us most.

Schools Sponsor Student Service

To help ensure all students can access online education while schools are closed, San Francisco Unified School District (SFUSD) and Portland Public Schools (PPS) plan to pay the monthly cost of Comcast’s Internet Essentials plan for eligible households. The school systems will distribute promotional codes to families who can then contact the company to sign up for broadband access at no cost.

Buying PG&E’s distribution network could also make municipal broadband possible

The City of San Francisco is doubly harmed by its relationship with PG&E.

The for-profit utility neglected to invest in safety upgrades to its transmission lines, resulting in a series of deadly fires that killed dozens of people last year and choked Northern California with poisonous smoke. PG&E is using its bankruptcy to avoid liability for the disasters it caused.

Meanwhile, ratepayers in San Francisco feed PG&E’s shareholder profits and our municipal government pays it tens of millions of dollars a year.

Now that situation may change. The news that Mayor London Breed made a $2.5 billion offer to acquire all of PG&E’s power distribution assets that serve San Francisco is a great idea, and it opens the door to a revolution in city services that could go beyond electricity. It could mean gigabit broadband for all.

How does acquiring a power utility lead to municipal Internet? This is a well-trodden path all over the US — most famously in Chattanooga, Tennessee, where the cooperatively-run Electrical Power Board (EPB) began offering telecom service over a decade ago. Today EPB serves over 60 percent of their power customers with symmetrical Internet connections over optical fiber, many years ahead of schedule.

A few national ISPs offer programs for households considered low-income, but those services only offer slow and typically unreliable connections. The program that Monkeybrains and San Francisco has created provides high-speed Internet access to public housing units at no cost to the end user. In some cases, the ISP does receive a monthly payment of $10 per unit from building management. No matter what, each user receives the same level of customer service and support as those who pay standard monthly rates. From the beginning, the goal was to bring the same level of service to subscribers in public housing as Monkeybrains subscribers throughout the city.

Communities who want the best for their citizens typically recognize the importance of digital equity and often take steps to develop digital inclusion programs. Last year on the podcast, we invited folks from the ISP Monkeybrains to explain how they were working with the city of San Francisco to develop a way to provide high-speed connectivity to residents living in several public housing facilities. We decided it was time to share the details of their model so other communities could consider their approach as a workable plan. Our summer Public Policy Intern Hannah Rank took on the task of writing a detailed report about the project. This week, she sat down with Christopher to offer a preview of what she’s learned.

In addition to an outline about the history of ISP Monkebrains and where they obtained additional funding for the project, Christopher and Hannah discuss the pros and cons of the California Advanced Services Fund (CASF). They discuss how a smart digital inclusion program as part of such a plan to offer broadband to lower-income households can help those enrolled and help keep overall costs down.

PCMag's Fastest and the Local Links That Made Them

On June 18th, PCMag came out with its list of “The Fastest ISPs of 2018.” The analysis looks at ISP performance in several different ways and provides a range of different side-by-side comparisons. The results prove that publicly owned infrastructure has in important role in bringing high-quality Internet access to Americans.

The Dakotas' Co-ops Rock

When taking a wide angle lens view of the fastest U.S. states results, we noticed that two of the top four states with the fastest ISPs were North Dakota and South Dakota. Rural cooperatives in these two states have excelled at deploying high-quality Internet access via fiber optic infrastructure. As a result, North Dakota and South Dakota have some of the most complete coverage of Fiber-to-the-Home (FTTH) Internet access and gigabit FTTH in the country. Like rural electrification in the 1930s, cooperatives are taking on the task of bringing high-speed Internet service to members in rural areas. They live and work in the areas they serve. Big ISPs don’t consider sparsely populated areas suitable investment opportunities, so electric and telephone co-ops are repeating the approach of the 1930s, but this time with fiber networks. Dickey Rural Telephone Cooperative in North Dakota and Venture Communications Cooperative in South Dakota are only a few that have worked to get their members connected.
